If you believe that every public servant, regardless of the
office they hold, should be held to the same standard of accountability under
the law, I invite you to read the attached letter carefully.
This letter does not ask the Court to reach a predetermined
conclusion. It simply requests an independent verification of the educational
qualifications declared by the Hon'ble Prime Minister in his election
affidavits, so that the truth may be established in accordance with law.
Election affidavits are official documents filed under oath.
The credibility of our democratic process depends upon the accuracy of the
declarations made in those documents. If questions regarding such declarations
remain unresolved for years, it is reasonable for citizens to seek an impartial
determination through the judicial process.
If, after reading this letter, you believe the matter merits
independent judicial consideration, I respectfully request that you print a
copy, sign it with your name and address, and send it to the Hon'ble Chief
Justice of India. Each person should send only a letter that genuinely reflects
their own views and conscience.
This is not an appeal in support of any political party or
against any individual. It is an appeal in support of transparency, equal
application of the law, and public confidence in our constitutional
institutions.
In a democracy, citizens have both the right and the
responsibility to seek accountability through lawful and constitutional means
peacefully. If enough citizens ask for the truth to be established, our
institutions will have the opportunity to strengthen public confidence by
addressing the matter in accordance with the Constitution and the law.

Subject: Representation Seeking Verification of the
Educational Qualifications Declared by Shri Narendra Modi in His Election
Affidavits
Your Lordship,
I respectfully submit this representation for your kind
consideration.
Questions concerning declarations made in statutory election
affidavits ultimately concern the integrity of the electoral process and public
confidence in constitutional governance. When such questions remain unresolved
for a prolonged period, they inevitably give rise to continuing public debate.
In such circumstances, only an independent determination made in accordance
with law can bring finality and strengthen public confidence in democratic
institutions.
Your Lordship has recently expressed concern regarding the
increasing problem of fake educational certificates and the harm they can cause
to public institutions. Those observations highlight the importance of ensuring
that declarations made under law are truthful and capable of verification.
According to the election affidavits filed by Shri Narendra
Modi, including the affidavit submitted for the 2024 General Election, he has
declared that he obtained a Bachelor's degree from the University of Delhi and
a Master's degree from Gujarat University. These qualifications were disclosed
under oath in statutory election affidavits and have been placed in the public
domain by the Election Commission of India.
I understand that previous proceedings under the Right to
Information Act seeking access to educational records were decided on the
ground that such records constituted personal information. However, I
respectfully submit that educational qualifications voluntarily declared in a
statutory election affidavit stand on a different footing. Once disclosed under
oath as part of a legal filing before the Election Commission, they become part
of the public record and are capable of legitimate public scrutiny.
This representation is not concerned with whether a
university degree is required to hold public office. Rather, it concerns the
truthfulness and verifiability of declarations made under oath in election
affidavits. The credibility of the electoral process depends upon the principle
that every declaration required by law is accurate and that the same legal
standard applies equally to every candidate, irrespective of the office he or
she holds.
This question has remained a matter of public discussion for
several years. A clear and independent verification conducted under the
authority of law would either affirm the correctness of the declarations or
resolve any continuing uncertainty. Either outcome would strengthen public
confidence in the integrity of democratic institutions.
I therefore most respectfully request that this Hon'ble Court
may consider, if it deems appropriate, taking suo motu cognizance of this
matter or issuing such directions as it considers fit for the independent
verification of the educational qualifications declared by Shri Narendra Modi
in his election affidavits and for placing the outcome of such verification on
the public record.
As the guardian of the Constitution and the rule of law, this
Hon'ble Court is uniquely placed to determine this question in accordance with
law. An impartial judicial determination would reinforce the constitutional
principle that accountability under the law applies equally to every public
office.
